The behavior depends on the device you are using:
iOS: It varies depending on the feature you're referring to. If you mean 'Listen Later,' the episodes are downloaded in your device. However, if you are referring to actual Playlists, the episodes are not downloaded in your device.
Android: When you add episodes to 'Listen Later,' they are downloaded to your device.
